Buddies / Friends Suggestion with Features

I would like to see if we can have buddies aka friends on the forums where we can add each other.
This could be used for an instant messenger, if that comes in the future.
It could be used for getting notified whenever a specific user posts, etc.
And if a users PM's are public or private to just buddies.
