[HELP] Cold War Metaphors

That would be great for an in general metaphor, but the metaphor must directly be related to one of the events that I listed. Or else this would be really easy and I wouldn't need help Dx

Metaphor for how as threats were thrown around during the cold war, Neither side wanted to use nuclear weapons, knowing how badly it would end.
