Help docs improvement

The rule that you are not allowed to ask for reputation is in a weird place, and it should be put in the same section as reputation abuse in my opinion.

The Help Docs provides all the information you will need to know on Perk Forum, if you did time and read every section in Perk Forum and still had questions, that is what the Staff is here for. The Rules will be changing periodically to help benefit the forum in new ways, thanks for your suggestion! The staff will talk about this in the next meeting we have.
