Let's debate about - moderators

Moderator should be quick to respond to queries by members, unbiased, principled and ethical.  

Should be innovative, active,  creative and can be a member too.

How would you estimate that a person who applies for the position is ethical? Also if is a member or operates on the same level it draws a lots of questions how that affects the community.
I agree on everything you said, but there should be a very clear limit what moderator can do and in my opinion the best possible option for community-staff relation is if only an administrator keeps the right to address his 'little community' and moderators should work behind the scenes protecting the community.
