The Pain-Capable Unborn Child Protection Act passed the South Carolina House of Representatives 79 to 29 on Tuesday, that abortion on fetuses older than 19 weeks is abolished (The ban includes exceptions if the mother's life is in jeopardy or the fetus will not be able to survive outside the womb.).
The arguement was that after 20 weeks of development the fetus has an adequately structured neural system to feel pain, something debatable in the scientific community, because there are studies that say pain perception is unlikely to happen before the third trimester.

There are 12 other states with similar laws: Alabama, Arkansas, Indiana, Kansas, Louisiana, Mississippi, Nebraska, North Dakota, Oklahoma, Texas, West Virginia and Wisconsin.
