I've read online somewhere, (probably reddit) that the phones that are apparently still ringing aren't actually ringing.... When someone rings a number over international waters, a ringing tone will still 'ring' otherwise you'd just be hearing a continuous sound of nothing while they connect your call. I can't explain it in a different way, so I hope you get what I mean. In other words, their phone is off, but because they're international, it still tries to 'ring' and connect your call.
