Yes, he did abuse his powers. And who says she wouldn't have learned by talking? A 13 year old girl is old enough to understand a good scolding. All you need to do is preach to your kid and explain shit in depth. It's a lot harder than just smacking them around like a piece of shit, but it'll save your kid from thinking that their father is an abusive retard who doesn't have the time of day to sit down and talk with them.
Maybe she was out of control before that also? He's only abusing his powers if he hits above the waist. He kept it all legal.
