I've yet to find a way that works so far. The one solution I found that was still alive would not pass SMS verification for any phone number, even legitimate cell numbers. Hopefully someone has a way to get a  valid VCC even with $0 on it and no verify. Maybe that's a pipe dream.

edit - same method I've seen a million times, this doesn't really work unless you're willing to verify your real identity and pay fee for the virtual card. Sadly, the card you get from this is not usable anywhere outside Russia.
