I heard ddosing is only illegal if you ddos someone who is making profit etc plus they must be reporting taxes.

Well you can DDos yourself. DDosing itself is not illegal it depends on how you use it. Be careful I've heard some stories about it.

It is Illegal if the person(s) in the IP address you're Ddossing doesn't consent to what you're doing. If they do, (it's mainly for security purposes) then it's by all means legal by Whitehat.

Yes, DDoS'ing is illegal. In the USA, I believe it is classified as a federal offense.

DDOSing is a crime, yes.

It's covered there under the Computer Fraud and Abuse Act (CFAA). Basically, if you attack a website or a given user without the given targets consent you are committing a crime and can be punished accordingly.

DDoS'ing is illegal dependent on the situation. Using DDoS'ing as a form of attack against another individual opens up grounds for federal intervention. Companies can also sue for large sums if it disrupts their day to day operations.
