I propose a force read on ALL members that sign up henceforth, in which new users will be force directed to the rules where it should state on teh FIRST line that you are required to READ & agree to the following rules that are presented before you. Yuo are required to state that yuo have read and understood by replying with acknowledgement and agreement that you intend to follow all rules set forth or else. I have the plug ins for this if need be, or i'm sure you know where to procure them.

There is a terms and agreements when you sign up. It would be good if the rules were added to that too! I like this idea.

Yes but there is a plugin that forces you to a preset page, in this case site rules section where you would be instructed to say "read & understood" in a reply to it. Or something to the effect. THEN if you screw up and do something that breaks TOS well then you can't say "well i didn't know"

Honestly, they should not be forced to read the rules, but should they? Of-course they should, and if they don't? They will be warned or banned, so kinda pointless. Let's see what Mal thinks about this.
