I think that China has been powerful throughout history.

The Nordic Countries are all fairly impressive. Way back when I'm sure they seemed fairly uncivilized and uneducated compared to the other European nations. But these guys got to North America hundreds of years before anyone else and invented metal alloys/sword designs that wouldn't even be rivaled till many year later.
In modern days, there some of the only countries on Earth that have economies that are not just up and dying.

We and Norway fucked up England pretty bad. We also was a world power for a short while until we tried to invade Russia :-[
