Pin exclusive releases, or stuff that are good ( by users ofc ) in the main menu like in the ss, not only announcments or owner / admin / mod stuff , but also user stuff. it will probably motivate them more if they see their work on the main menu.
( im not talking about all stuff, only the best of the best )

just like the anonymous posting bot there is

Well, if there was any exclusive release worth the spot, I'm sure Owl would have given it to that release. But as of now, sorry to say, there is nothing noteworthy enough to take up that space. (IMO)

Until a tool with a demand as high as a checker or similar comes up, I doubt this will be relevant. Any other tool that can be coded in 10-20 minutes, do they deserve the spot? I'm not sure.

personally, I think that space should only be reserved for important site news/updates. Since the releases forum is on the main page and users can find it with relative ease, I do not see this as a big issue. Then again, if one makes an extremely important tool that genuinely deserves more recognition, pinning it would be ideal.
