Need help with private IP ddos attack

I hope I am on the right site. Redit pretty much rejected me and if not this site, I will go dark web and find a forum.
Ok I have tried to ddos a private IP but when the stresser say the attack is happening, nothing seems to happen. I am dosing a private IP not a web server.
It may be because the victims router is blocking it or simply just not enough power from the stresser.
Any help?
