More Stable Rep System

I really liked a system that was used over at mpgh.
There everyone starts off with 10 rep. The more rep you have the more you are able to give. You are only able to do half as much - rep as + rep.
The 10 points people start off with aren't enough to give a rep that effects anyone but a senior user can amass thousands of rep and effect people a lot more then say some dude that donated 10 minutes after joining the forum.

I believe this was mentioned before. I have answered it. The reason why Non-Upgraded members is not allowed to give + or - rep is due to people having the ability to make multiple accounts and spamming the reps. The staff will then need to go through every single account and remove the rep themselves dus wasting their time for something that can easily be avoided.

Please, take note of my reps per day theory. Also, does this site not have an ip checker?

I believe they do it's just that what you are talking about is like TTG with their rep system. I didn't like their rep system since they can make another account and +rep themselves.
